Biography

Martin holds Doctor of Philosophy degree (PhD) in Strategic Leadership and Land administration from Pan Africa Christian University with an interest in Strategic leadership, Corporate Governance, Land Policy, and Land Administration. He also holds an LLM in Public Law with specialization in Democracy, Rule of Law, Human rights, and international law. He has wide experience in Legal, Governance, leadership, and management in the Higher Education Sector. He has over 15 years of teaching of corporate governance at the postgraduate level in Kenya school of Law. He consults for various organizations on Capacity assessment, Board effectiveness and Organizational Development. 

Between 2015 and 2017, he was the Legal Adviser to the Cabinet Secretary Ministry of Education. His main role was to restructure and oversee regulatory and governance reform in the public universities guided by the Universities Act, the National Qualifications Act. Besides advising on public recruitment of the University Councils, designing their induction programs, and getting them to assume oversight and strategy lead, he worked on reforms on regulatory requirements for the Commission of University Education. He drafted the regulations to operationalize the National Qualifications Framework Authority.

Martin teaches undergraduate and postgraduate law classes at Daystar University. He taught Postgraduate Law Students at the Kenya School of law for over 15 years. He has served as Chief Legal Adviser for three Cabinet Secretaries between 2015 and 2017 i.e., Charity Ngilu, Fred Matiang’i and Farida Karoney. In that period, he served in the Ministry of Education, Science and Technology and Lands. Some of his work involved the drafting of land laws, Community land bill, Physical Planning Bill, and amendments to the National Land laws among others.

Between the Years 2019 and 2022, he served as a consultant to the USAID Kenya on the development and registration of Local Development Organizations in collaboration with the county governments of Kakamega, Makueni, Kisii, Nakuru, Kisumu and Isiolo. His experience in this revolved around creation, visioning, strategy development and creation of new development organizations that would add voice and build the demand side to public service delivery within the counties.

Between 2013 and 2014 he served as Senior Technical Adviser to the Nationally Assembly of South Sudan. 

In addition, he has a wide technical, advisory, management and representational skills and experience in Kenya and around the East and southern Africa region in the field of Public Finance Management, and Democratic Governance. He exhibits an in-depth experience in the following development areas: Governance and Leadership, Democracy and the law, Constitutional Law and Presidential and Parliamentary systems, Rights based approach to development, Constitutional Law, and the Bill of Rights. He has regional experience having been the Regional Programme Manager for the Aga Khan Foundation in East Africa responsible for rural development.
